Allow me to introduce you to my favorite color scheme Eliseo DeLevante. His close coworkers knew him as Lobo; friends call him Eli; everyone else can call him Señor DeLevante.

Post Round Five
The loss of his human test subject Dennis during the rogue break-in was a low blow to DeLevante. And now, with Johto implementing desperate measures in a last-ditch attempt to put the war back in their favor, the pressure is on for Kanto's R&D scientists.
DeLevante's contributions, and lack thereof, have brought him under uncomfortable watch.
His personal projects have been getting the attention his military projects call for - and are now in danger of being discovered. Act fast and get conclusive results, or drag them out longer and increase the chance of being caught - options for 'doctor' DeLevante are dwindling.

Round Four
Yet another human test subject fell into Eliseo's hands. A Johtoan sailor taken prisoner after the battle of Undella Bay, saved from his torment by Eliseo.
Dennis Darlington became Eliseo's new number one lab rat and fast friend.

Xander and Dennis met on a few occasions, but for the most part Eliseo tried to keep the two from getting too close. He did use Dennis a couple times to test if Xander was being cured of homosexuality though. Those test results were negative.

The experiments Eliseo ran on Dennis remained tame and agreeable.. until Eliseo discovered Dennis' schizophrenia.
Promising to find a way to fix it, Dennis agreed to undergo Eliseo's most extreme experiment yet.
But things didn't go quite as planned.

Post Round Three
In his spare time between developing weapons, Eliseo has been working on his own projects under Kanto's nose, but with their funds.
He's finally found a human test subject for one of his drugs, and even better, the sensitive nature of his test subject's condition ensures that nobody will be tracing the drugs back to Eliseo any time soon.....


Backstory:
Born to a rich political family in Alamos Town, Sinnoh. The first and only child in the family, his mother died giving birth to him. His father treasured him as the only thing left of his wife, and Eliseo was given everything he could ask for as he grew up.
He was an outdoorsy boy with a strong curiosity for the natural world and all of its inhabitants. He collected insects, owned both a microscope and telescope that he used nearly every day, and would roam the city (much to his father's worry) playing naturalist with the wild pokemon. He ran with the kids he met in the streets, as opposed to the boys and girls from his own social class.

Eliseo enrolled in the Alamos University School of Natural Science as a young adult and graduated with honors. In school he found his interests branching out from the natural world to the industrial. His classes ranged from microbiology to anatomy, to physics to thermoelectrics. In university he also found people who shared his interests and with whom he bonded closely and collaborated with. It was these people who gave him the nickname Lobo, after seeing him in some of his... edgier experiments.

Once out of school, DeLevante sought to pursue his scientific interests. His father, however, was no longer stuffing his wallet. In pursuit of funding DeLevante came to work for the Kanto military's science division, developing weaponry that would work around the weapons shutdown.

DeLevante has been developing weapons for the past three years for Kanto, in many cases things that seem to be the stuff of science fiction. He continues to work on his own personal projects in what little free time he has.
His biggest interest all his life has been in the human body, it's shortcomings and failings, and how its imperfections can be corrected by science.



Personality:
Normally a very upbeat, friendly, and outgoing personality. However since his recent transfer, his positive attitude has been put to the test thanks to the huge language barrier he faces in his new English-speaking working environment, as well as the pressures of war. He's easily frustrated when it comes to his inability to communicate. But if one is willing to bear with him, and perhaps speak a little Spanish themselves, he's more than eager to make a friend, treat them to a lovely day out, and show off his latest creations to them. Sometimes even on them, if they're willing to take the risk.

It's somewhat difficult to tell when he's angry or upset. He talks excitedly either way and tends to smile even when he's mad. He's not one to anger easily though. In fact, even when in the wrong he has the uncanny ability to make himself into the victim.

The little test subject that could.
DeLevante is not going to pretend he's not using pokemon for his experiments. This is war after all, and one needs to ensure that their weapons are capable of killing before putting them in the hands of soldiers whose lives depend on functioning machines.

Few of DeLevante's test subjects survive his experiments. Those that do are usually put out of their misery immediately after. And the lucky few who make it out to live another day are adopted out to people that will be able to care for them and their test-induced special needs. Whether their luck is good or bad is up for debate.
Fortuna is the first test subject who's ever come back for round two.

The result of a successful experiment, a poison potent enough to ravage a Zangoose despite its natural immunity. Fortuna resurrected only a few days after her death and sought out the one who did her in. However, rather than vengeance she seems only interested in following him closely every hour of every day, being a literal second shadow.

Oddly overprotective of her master, she acts aggressively to people who start spending too much time around DeLevante. He does very little in the way of actually training her.
She's more of a pet to him now; he considers their reunion good fortune. He still uses her for experiments now and then, but there's only so much one can learn from trying to kill something that's already dead. Compared to when she was alive, Fortuna is living an afterlife of ease.

Also, holy cow that is one scary-looking cabbit. I would not want to mess with Fortuna.
